Comma in Tag information causes issues

Description

Some of the down loaded tags contain commas in them. When you go to edit tags this can cause some undesired behavior, such as splitting the tags unintentionally, or makes it difficult to remove tags from books in the bulk update because it looks for the individual pieces. It does not appear that quoting the tag works.
